To activate Deflect, complete your Deflect Profile, submit your enrollment request, and wait for your billing descriptors to become Active. Check each descriptor separately in Consumer Clarity and Order Insight.
This guide covers initial enrollment in Mastercard Consumer Clarity through Ethoca and Visa Order Insight through Verifi. These programs share available purchase details with customers' banks to help customers recognize charges.
Before you start
Before you start Deflect enrollment, check your account access and have your business and payment information ready.
Account access: Account Owners and Administrators can enroll. Other roles have read-only access to the enrollment pages.
Account balance: Your balance must be more than $1 to open the enrollment form. If your balance is $1 or less, add funds before starting.
Business information: Have your customer-facing business name, website, business description, address and applicable location details, product or service description, customer support information, and policy links ready.
A logo is optional but recommended.
Billing descriptors: Have the actual text customers see beside your charges on their card statements, including any processor prefix. Confirm it with your payment processor.
Order Insight identifiers: Have either four distinct Visa ARNs or your acquiring BIN and CAID ready, as explained below.
You do not need to connect your store or payment processor to use Deflect. For help preparing your business, product, and support details, see Set up your Deflect Profile.
What does Consumer Clarity require?
Consumer Clarity requires your billing descriptors and the required business information. It covers Mastercard transactions and does not require ARNs, BINs, or CAIDs.
What does Order Insight require?
Order Insight requires your billing descriptors and one of these identifier options for your Visa payment setup:
Four distinct Visa Acquirer Reference Numbers (ARNs): An ARN is a reference number associated with a processed transaction. Each ARN must contain exactly 23 digits, use digits only, and start with 2 or 7. Provide four different ARNs associated with the payment setup you are enrolling.
An acquiring BIN and CAID: The acquiring BIN identifies the institution that processes your payments. The Card Acceptor ID (CAID) identifies your merchant account within that setup. Ask your payment gateway for the matching identifiers.
To use the second option, select “I want to use BIN and CAID instead of ARNs.” Use either four ARNs or BIN and CAID in a single submission. Your account may contain both identifier types if you submitted them separately over time.
If you need new ARNs, you can run four $1 Visa refunds to generate them. Alternatively, request your acquiring BIN and CAID from your payment gateway. Use an acquiring BIN, rather than the issuer BIN from a customer's card.
How to enroll in Deflect
Start Deflect enrollment under Deflect → Lookups → Configure → Profile. Complete the five stages in order:
Business info: Enter your business name, website, and business description. Use the name customers see on your website.
Business details: Enter your business address, location information, and product or service details. You can also add your logo.
Payment identifiers: Enter your billing descriptors and the required Order Insight identifiers. Consumer Clarity does not require the additional identifiers.
Support & legal: Enter your customer support details and the requested policy links so customers and their banks can find help with a purchase.
Preview: Review your Digital Receipt, which presents your business and purchase information. Check that the details are accurate before submitting.
Required information is validated as you advance through the form. Correct any fields the form flags before continuing.
If you need to pause, Save for later preserves your completed steps. When your information is complete and your preview is correct, submit your enrollment request.
What happens after submitting?
After you submit, your receipt details are saved and published, and enrollment requests are created for both Consumer Clarity and Order Insight. Submitting your profile does not mean your descriptors are Active.
Each billing descriptor creates a separate request for each program. Each request starts as Pending.
Ethoca processes Consumer Clarity enrollment, and Verifi processes Order Insight enrollment, so descriptors and programs can activate at different times.
If you add descriptors later through the Business tab, each addition is submitted to the program you selected. Later additions do not automatically enroll a descriptor in both programs.
How long does activation take?
Typical activation times differ by program:
Program | Typical activation time |
Mastercard Consumer Clarity | Approximately 24 hours |
Visa Order Insight | Approximately 7 days |
These are estimates, not guaranteed activation deadlines. Different descriptors can activate at different times, including within the same program. Consumer Clarity's Active status also depends on the relevant Ethoca account being live.
Missing or invalid payment identifiers, enrollment with another provider, manual verification, or rejected or unsupported billing descriptors can prevent activation from completing.
What should I do while waiting?
While waiting for activation, check your descriptor statuses and any enrollment emails. If the status is Pending or In Progress and you have not been asked for information, no action is needed.
If a status or notification requests information, follow the instructions below. If enrollment remains incomplete beyond the typical timeframe, check for an action request and contact Chargeback.io Support.
How to track enrollment status
Track enrollment status under Deflect → Lookups → Configure → Business:
Open the Business tab.
Select Consumer Clarity or Order Insight.
Check the status beside each billing descriptor.
Open Status logs for a descriptor to review its status history.
Repeat the check for the other program.
The programs can show different descriptor lists and statuses. A program showing Active means at least one applicable descriptor is Active. It does not confirm that every descriptor has completed enrollment. Check the individual descriptor in each program.
You receive email notifications for applicable enrollment status changes. Continue checking the dashboard for the current status and any action required.
Common enrollment statuses and what to do
Use the descriptor's enrollment status to see whether processing is underway or information is needed. Chargeback.io Support and the system manage statuses; merchants cannot change them manually.
Status | Meaning | What to do |
Pending | Your enrollment request has been submitted and is awaiting processing. | Wait unless a notification asks for information. |
In Progress | Enrollment is underway but has not been finalized. | Wait unless you receive an action request. |
Verification Needed | Additional manual verification is required. | Review the notification and provide the information requested by Support. Contact Support if the next step is unclear. |
Needs Assistance | Information or payment identifiers are needed to complete enrollment. | Provide the requested details. For Order Insight, this may mean adding the required ARNs or BIN and CAID. |
Active | The descriptor is enrolled in the selected program, and its purchase details can be shared with issuing banks. | Check your other descriptors and the other program separately. |
Enrolled Elsewhere | The descriptor is already enrolled with another provider. | Ask the previous provider to unenroll and release it. Once release is confirmed, reply to the Chargeback.io notification so Support can continue enrollment. |
Invalid ARN/BIN/CAID | The submitted Order Insight identifiers need correcting. | Obtain valid identifiers from your payment gateway, then follow the status notification or contact Support to submit the corrected information. |
If a descriptor is rejected, unsupported, or shows a problem you cannot resolve, contact Chargeback.io Support. Include your business account name, the program, the descriptor, and the status shown.
How to confirm Deflect is active
Confirm activation by checking that the relevant descriptor shows Active under Deflect → Lookups → Configure → Business. A descriptor being Active in Consumer Clarity does not confirm it is Active in Order Insight.
The Receipts dashboard becomes available once at least one descriptor in at least one program becomes Active. Open Deflect → Lookups → Receipts to review bank inquiries and lookup activity.
Active status with zero lookups is not necessarily a problem. Activation does not guarantee an immediate bank inquiry. A lookup shows that a bank requested purchase information; it does not confirm that a chargeback was prevented.
FAQ
What must I complete after enrollment before Deflect can work?
The initial enrollment process includes your required Profile information and payment identifiers. Once you submit a complete request, wait for the relevant descriptor to become Active. There is no separate mandatory setup stage after submission.
If a descriptor shows Needs Assistance, Verification Needed, or invalid identifiers, provide the information requested in its status or notification so enrollment can continue.
Can Deflect help with transactions made before activation?
Yes. Once Deflect is active, banks can look up earlier transactions if the purchase information is available. Availability depends on the information available for that transaction; not every historical purchase can be looked up.
Deflect cannot prevent or reverse a dispute that has already been filed. Clarifying an earlier purchase is different from reversing an existing dispute.
Can I move my Order Insight or Consumer Clarity enrollment from another provider?
Yes, but the billing descriptor must first be released from its enrollment with the previous provider for the relevant program. If it shows Enrolled Elsewhere, ask that provider to unenroll and release it.
Once the previous provider confirms the release, reply to the Chargeback.io notification so Support can continue enrollment. The transfer is not automatic, and Chargeback.io cannot independently release a descriptor from another provider.
If you need help completing enrollment, contact Chargeback.io Support.
